Is your Toronto house a candidate?
The trigger is almost always headroom. Most Toronto houses built before 1960 have basements with five and a half to six and a half feet of clearance — built for a furnace and a coal chute, not for people.
That is below what the Ontario Building Code requires for habitable space, which means the room cannot legally become a bedroom or a secondary suite no matter how well it is finished.
Underpinning typically adds two to three feet, bringing a basement to a usable eight feet. In a city where a legal basement apartment carries real monthly rent, that conversion is usually what makes the arithmetic work.

How the work is sequenced
This is the part most homeowners have not seen explained, and it is the reason the job costs what it costs.
You cannot excavate beneath a foundation wall all at once — the wall would have nothing left to bear on. Instead the wall is divided into bays, typically three to four feet wide, and only a staggered few are opened at any moment.
Each bay is hand-excavated below the existing footing, formed, poured, and left to cure. Only then can the bays beside it be cut. A dry-pack mortar joint is packed between the new pour and the underside of the old footing so the load transfers properly.
Skipping the sequence is the single most dangerous shortcut in this trade. If someone quotes you two weeks on site for a full basement, they are either not underpinning or not sequencing.
Permits, engineering and the City of Toronto
Underpinning is structural work. It needs a building permit, and the permit application needs stamped drawings from a structural engineer.
The City's own underpinning permit fee is modest:$11.89 per linear metre plus a $206.53 minimum, which on a typical house totals under $400. Contractors generally bill $2,000 to $3,000 to produce the drawings, file the application and carry the inspections — that is the real cost, not the City fee.
Expect four to ten weeks between engaging the engineer and holding an issued permit. Anyone offering to start next week without a permit is exposing you, not saving you time.
Semis and row houses: the party wall
Most Toronto underpinning happens on semis and rows, which introduces a complication detached houses do not have.
The party wall is a shared structural element. Underpinning beneath it changes the support conditions for your neighbour's house as well as yours. Your engineer will specify how it is handled, and in most cases the neighbour must be formally notified before anything is excavated.
This is not a formality to be skipped. It is the most common source of dispute and liability on Toronto underpinning projects.

Timelines, and why winter is the good season
Underpinning happens indoors and below grade. Frost, rain and heat barely touch the schedule, which makes it one of the few trades genuinely indifferent to the Toronto winter.
