Sump pump installation puts a pit at the low point of your basement and a pump inside it, so groundwater collected by your weeping tile has somewhere to go when gravity cannot take it there.

Sump pump installation in Toronto costs $650 to $4,000, with battery backup a further $300 to $800. The City of Toronto Basement Flooding Protection Subsidy covers 80% of invoiced cost up to $2,250 for a sump pump with alarm, plus $300 toward battery backup. You must apply within two years and use a contractor holding a valid City business licence.

Why your house may suddenly need one

Plenty of older Toronto homes never had a sump pump, and their owners are puzzled to be told they need one now.

The reason is usually the old sewer connection. Homes built before the 1970s routinely drained weeping tile straight into the sanitary or combined sewer. That connection is no longer permitted, and it is one of the things the City pays to have severed and capped.

Once it is capped, the water your weeping tile collects needs a new destination. Unless your lot falls away steeply enough for gravity discharge, that means a pit and a pump.

A complete weeping tile system is five parts working together. Replacing the pipe without the stone bed and filter fabric is the most common way a new installation silts up and fails within a few years.

The pump is the end of the chain, and it inherits every problem upstream of it. A pump that runs constantly usually indicates a drainage problem, not an undersized pump.

What a proper installation includes

A pit deep enough that the pump is not short-cycling, set below slab level and connected to the weeping tile so water actually reaches it.

A check valve on the discharge line, so the column of water in the pipe does not fall back into the pit every time the pump shuts off. Without it the pump re-pumps the same water repeatedly and wears out years early.

A discharge line carrying water at least two metres from the foundation, onto your own property, never into the sanitary sewer and never toward the neighbour's wall.

An alarm. The City subsidy requires one, and it exists because a failed sump pump is silent until the basement is already wet.

Battery backup is not optional

Worth being blunt about this. Sump pumps are most needed during severe storms. Severe storms cause power cuts. A pump without a backup is offline at precisely the moment your basement depends on it.

In July 2024, flash flooding across Toronto and southern Ontario caused over $940 million in insured damage. A large share of those basements had a sump pump and no power.

At $300 to $800, with $300 of it subsidised, this is the highest return-per-dollar item in the whole system.

Eligibility, briefly

You must own a single-family, duplex, triplex or fourplex property in Toronto, have your downspouts disconnected from the sewer, and have no outstanding taxes or debts to the City.

Your contractor must hold a valid City of Toronto business licence. Applications are first come, first served, and must be submitted within two years of the work being completed.

If your dry basement depends on the pump, yes. Sump pumps fail during heavy storms, which is also when power cuts happen, so the pump is most likely to be needed at the exact moment it has no electricity. At $300 to $800, with $300 of that subsidised by the City, a backup is the cheapest insurance in the system.

How long does a sump pump last?

Typically seven to ten years for the pump itself, less if it cycles frequently. The float switch usually fails before the motor does. Because the failure is silent until the basement floods, an alarm is worth fitting, and the City subsidy requires one anyway.

Where does a sump pump discharge to?

Onto your own property, well away from the foundation, and never into the sanitary sewer. The discharge line should carry water at least two metres from the wall and away from your neighbour's foundation. A short discharge that dumps beside the house simply recirculates the same water back into the weeping tile.
