Basement lowering in Toronto typically gains two to three feet of headroom, bringing a six-foot cellar to a usable eight feet. The practical limit is set by the water table, soil conditions and the depth of the municipal sewer your drains must fall toward, not by the technique. What sets the limit
Homeowners usually assume the constraint is structural. It rarely is. Three other things decide how deep you can go.
The municipal sewer
Your drains have to fall to the city sewer by gravity. If the new floor puts your drain line below the level of the sewer connection, gravity stops working.
The fix is a sewage ejector pit and pump, and it is a normal, code-compliant solution. But it adds cost, it adds a mechanical part that can fail, and it is the single most common reason a planned three-foot lowering becomes a two-foot one.

The water table
Toronto's water table varies enormously across the city. Near the ravines and former creek beds — through parts of the Humber and Don valleys, and the buried watercourses under Etobicoke — it sits higher than owners expect.
Lowering into a high water table does not make the project impossible, but it makes drainage and waterproofing non-negotiable rather than optional, and it changes the cost.
The soil
A geotechnical investigation at $2,500 to $5,000 tells you what you are digging into. Toronto's clay-heavy soils are generally cooperative. Fill, running sand, or a previously disturbed excavation are not, and may push the design toward helical piles at $1,200 to $2,000 per pile.
How much height do you actually need?
If the goal is a legal secondary suite, the answer comes from the Ontario Building Code rather than from taste, and the applicable minimum depends on the age of the house and which provisions apply to it.
In practice most owners target a finished seven to eight feet. That clears the Code comfortably, it accommodates ductwork and a dropped ceiling under the joists, and it is what makes the space feel like a storey rather than a cellar.
Remember to plan in finished height, not excavated height. Between the new slab, any subfloor, and the ceiling you build below the joists, you can lose four to eight inches after the concrete work is done.
How the lowering is done
The floor comes out first, then the soil, then the foundation is extended downward one bay at a time.
That sequencing is the reason the job takes six to twelve weeks rather than days. Each bay must cure before its neighbours are opened, so the house is never resting on an undermined wall.
If you want the alternative that skips the digging beneath the footing entirely, and costs you floor width instead of time, readbench footing.
Soil disposal, the underestimated line item
Lowering 600 square feet by two feet means removing roughly 45 cubic metres of soil. That soil leaves your house by hand and conveyor, up a stairwell, into bins on the street.
In a detached house with rear laneway access this is merely expensive. On a downtown semi with a shared drive and no rear access, it is the constraint that shapes the whole schedule.
