Backwater valve installation fits a one-way gate to your sanitary drain so that when the municipal sewer surcharges, nothing can travel backwards into your house.

A backwater valve costs $2,000 to $4,500 installed in Toronto, and the City subsidises 80% of invoiced cost up to $1,600 per device, to a maximum of two devices. It is a one-way flap on the sanitary drain that hangs open normally and closes automatically when reverse flow from a surcharged sewer tries to enter the house.

A backwater valve is a one-way gate on your sanitary drain. It does nothing at all until the city sewer surcharges, which in Toronto happens during exactly the storms that flood basements.

That is genuinely the whole mechanism. There is no power supply, no sensor and no moving part beyond a hinged flap and its seat.

Which is why it is reliable, and also why the annual inspection matters: a flap propped open by debris looks identical to a working valve until the day it needs to shut.

Why Toronto specifically

Large parts of this city are served by sewers built when the population and the paved area were a fraction of what they are now.

When an intense storm drops more water than the system can carry, the sewer surcharges — it fills and pressurises. The water has to go somewhere, and the path of least resistance is up the lateral into the lowest fixture in the nearest house. That is your basement floor drain.

In July 2024, flash flooding across Toronto and southern Ontario caused over $940 million in insured damage. Sewer surcharge was a major contributor.

The City has been running the Basement Flooding Protection Program since 2006, with environmental assessment studies completed across 67 separate study areas. The subsidy exists because reducing inflow into the sewer system is cheaper for the City than enlarging it.

What it does not do

Worth stating plainly, because it is regularly oversold.

A backwater valve does nothing about groundwater. If water is entering through your walls, at the floor-wall joint, or up through the slab, this device will not help — you need drainage, and that is covered onweeping tile installation.

It also creates one real operating constraint. While the flap is shut, your house drain is sealed. Anything you send down it has nowhere to go. So during a surcharge event, do not run taps, showers, the washing machine or the toilet. The alarm is what tells you the valve has closed.

Installation and permits

The valve is fitted into the building drain, usually just inside the foundation wall, which means cutting the basement slab and excavating to the pipe.

It sits in an accessible chamber with a removable cover, because it has to be inspectable. A valve buried under a finished floor is a valve that will never be maintained.

This is plumbing work. It requires a plumbing permit and a licensed plumbing contractor, and the City subsidy additionally requires a valid City of Toronto business licence.

Two valves at $1,600 each plus a sump pump at $2,250 plus backup and assessment is how a property reaches the $6,650 maximum. Very few homeowners claim the full amount, usually because nobody told them the assessment and the severance were claimable too.
